Yeah there's a part III; maybe more in the future. { Edited. }
Then, Naoya was attacked one day (intentionally, although his cousin was unaware of this) by an angel of some form. He seemed defenseless without his COMP, to Akane--at least, he thought the COMPs had stopped working. All that there was left to do was to use his power again; he couldn't let Naoya die, even if he thought his views were wrong. The angel yelled, "sinner, Cain!" and he froze, but went on trying to call the power he'd abandoned deep inside himself. To will it to come back, even if someday, the positions of the brothers would be switched. ... Because he was a sinner now, too, having decided to use this power for his own ends--even if it was just to save his cousin.
Later, he then found out everything. It had begun to awaken again, this power, and he couldn't keep it asleep. He'd tried, but... it didn't stay dormant. It leaked out of his attempt to re-submerge it after he defended Naoya from the angel, and he couldn't stop it, though he'd lived for a time in denial of this fact, hoping otherwise. As the problem progressed, he was beginning to sense another layer to the world around him all the time: human energy. Heartbeats, blood flowing, life. It was... deeply disturbing to him. His eyes had begun to adapt to this, to see the world in another layer entirely. As a demon would see it. As a result, they begun to change to suit his mood.
... It worries Haru and the others, but slowly Akane became antisocial enough that he managed to push most of them away. By this point, his power had come back by over half. The cause, he didn't actually realize until two and a half years later, when Naoya began to explain everything to him.
His powers of Bel weren't dormant. They were being reawakened by something. Ever since then, after that incident... he could remember some things about his past life as well. The angels and Naoya helped fill in the gaps. ... If he misused that power... if he did one ounce of wrong or simply came into it fully once more, which was inevitable now, he knew that He--God, or His servants would strike him down where he stood. Or... that was what they said. And when, one day, his eyes flashed red and he completely lost his sanity and found himself summoning demons at will to help his cousin--no, his brother... Naoya was there for him. Akane was too distraught to realize Naoya had... only given his 'cousin' a little push in the direction of truth. It was not the kindest thing he had ever done, but it had to be done, Naoya reasoned. And it couldn't be stopped now.

Eventually, experimenting with his new abilities, Akane figured out a way to lead a double life... a two-toned life. To look at himself and best figure how to hide what he was, and what he was becoming. Blue to red. White to black.
One day, he found a way in which to conceal his aura by hiding his demonic presence, as well as the colors of his now-changing eyes. While the red wasn't permanent, they tended to change colors when he was angry, and he realized by the time his powers had come back fully, this would take him over. Cloaking himself was... not an easy skill to perform. But even if he tried to hide it, the truth was still there: that this was who he truly was underneath it all. Nothing but the rawest of anger an contempt for humans; distanced, taken over by the essence of the Bels he'd absorbed. Then... there was the other person, wasn't there? Kind, caring, still very human and very much concerned for his friends as well as Haru. When Akane looked into the mirror, he glimpsed something. What, he wasn't sure. Perhaps that shepherd boy from long ago; who he once was. Was this how Naoya had felt afterwards... for eternity? He had to wonder. Suddenly, Akane--no, Abel--understood his brother somewhat... and he felt sorry for him. He straddled on the lines of wanting to stay out of it, and... wanting to fight again; to help Naoya take the revenge he deserved, and to help free humanity from God's endless chess game.
The power began to consume him, slowly. But Naoya wasn't going to give up just yet. Abel had to see that God HAD to die. Even if he had to drive his brother mad, he would learn the TRUTH and he WOULD learn to hate God for what He really was. He WOULD see how his brother was set up to kill... how he couldn't fight back and how God had planned it all. ... After all, with only a partially human mind slowly being devoured by that of a Demonic King's, one cannot be logical if the part of them--their soul--that contained said logic was being flooded with the violent, simplistic logic of the demonic. He would be inclined to join Naoya--Cain--and stop God more than ever, making his decision.
Humans were never meant to wield this power and he knew it. It was consuming him; God knew this too, yet did not help him, he offered a threat. That was Naoya's line of reasoning to him. ... At this point as he thinks, Akane is well aware now what his fate is... and ultimately a face off between he and God's Angels is impossible to avoid now and forever here after, so he's decided he'll just go all in.
But he could still find some way to be 'normal' every day. To be with Haru and learn to play. Even if that was just him masking his lack of humanity with an illusion, by sort of retaining that gentle, normal part of his life, he managed to stay mostly sane. His was a dual world now, when he would stay with Haru... and then, the darker side, when he would leave for training. Raising an army and fighting in the Netherworld, where he would later reestablish his Kingdom as Bel. But when it came to Haru and Gin... he could always come back and fake his humanity. Would Haru love him any less? She and Gin were no fools and would notice, even if he didn't come home wearing a cape per se, every time. One day he just told her he was changing, but gave her no specifics. He couldn't tell her everything, only that Naoya was "actually his half-brother," that he'd just found out about this himself. A partial truth. That he'd defended him from an angel who was angry that forced his powers to re-awaken... and he told her of the email. But nothing more; he assured her he wasn't doing anything behind her back, which was a bold-faced lie.
And so he's carried on like this for three months now. Two years after the Lockdown and three months... consumed by hatred and yet passionate about keeping humanity, as well as Haru and his friends safe. The shepherd will always watch over his herd.

So, yes. What you are thinking is correct. Despite supposedly, meaning to have a "Happily Ever After" Neutral, Gin Route, it turns out that the easiest and the so-called "best" idea was the worst.
Not much later, he will become a very, very late Naoya Route-taker. Humanity, though, Akane insisted, would NOT be drug into his war. They would take their fight and this battle to another plane of existence, and establish their base camp there. He knows now that he is Abel and Naoya is Cain, and understands Naoya's hate... as well as feels bad for him. Akane is aware that because of this, Naoya isn't all there... he's beginning to crumble away just as much. Soon he'll be hollow and emotionless. And it was okay if Cain killed him, because it was God's fault for letting him, wasn't it? And it was okay that he'd made this choice and now had to suffer slowly becoming a mindless, raw, source of power for his brother to defeat God, because that test was all God's fault ANYWAY, in the end, wasn't it? Eventually, one cannot remember forgiveness toward someone if they are lied to or fed the ideals of someone as close to him as Naoya was.
And so Akane has, quite literally, about five marbles left. At any one time he's likely to actually kill you if he's in a particularly bad mood, or just if he thinks you're even CLOSELY Law-related. He can sense whom you follow and if you're an angel in disguise. He can tell if you're a demon. But the only one... the only one keeping him sane, who he still comes to Earth while preparing for war--and fighting it--is Haru of D-VA.
She grounds him. Keeps him sane. Keeps him human. Reminds him he was, and is, still human. And when he thinks on it he gets so angry all over again at God for doing this to him; blaming him for all his problems, much like his brother before him. It was unfair to his brother as much as it was for him. If it wasn't for
runswithneko, and maybe even Atsuro and Gin, he... might not even know his name was originally "Nakagawa Akane" at this point or that he'd been human at all.
One side of his mind always whispered this one thought to him: those who are responsible should suffer, slowly. Painfully.

There was a PART of him now deep inside that lived off that bloodshed from all the fighting previously and now wanted more carnage... and... it was frightening. He didn't think... no, he didn't care to think anymore. If he found someone responsible for his problems; someone to make his scapegoat, and could focus on getting revenge at them.. he'd stop himself from killing; be it human, angel, demon... it didn't matter anymore. It was consuming him.
He wants vengeance for his brother's curse. He wants payment for his own. And he wants that payment in as much blood as possible.

One day, Cain killed Abel and Abel hugged him while he died in his arms, confused and hurt and said to his brother... "I blame you not. I blame us not." And so they were swept together again, by pure luck... and Abel wept tears of blood as Cain gently saw his mirror in the youngest Son of Man, the shepherd, once so innocent, now tainted pure black by hate; consumed by the very power he obtained to save all of humanity... a power they would never even be grateful for.
